Social security card!!

Social security card!!

if someone got their social security card back in 1990 and it says "not valid for employment" can they use the card for employment now???
Well basically they where born in mexico but came over here as a baby but the social says not valid for employment...he was wondering since he is looking for a job... if he can use that card for employment?
Does anyone know any facts?????
