Using Apostille Reaffirmation of Dual Citizenship

Does anyone have experience using Apostille with Reaffirmation of Dual Citizenship in court?

Specifically, I mean using the Apostille to claim a District Court has no personal jurisdiction over you and therefore cannot hear a traffic or debt collector lawsuit case.
