How does one overcome "straw man" UCC-1 financing statement rejections; more specifically, by Arizona and Virginia Secretaries of State (SOS)?

My original UCC-1, ACCEPTED in Florida, was rejected by the Arizona SOS based on Arizona Revised Statutes, Title 47--no evidence of a commercial transaction--while the Virginia SOS rejected my filing based on Virginia code 8.9A-516 (b3A)--no debtor; the debtor and the secured party are the same.

How can I compel them to accept my UCC-1 filings other than resorting to recording copies of my previously accepted Florida UCC-1 with the respective county recorders? Please note that the UCC-1 was completed correctly in all instances. Nevertheless, the SOS offices are merely being "obstructionist."
